Sangeeta Srivastava 7th July 2025 I In a major push to accelerate tourism-related investments, the “Rising Rajasthan Tourism Sector MoUs – Accelerating Ground-Level Implementation” dialogue was held on Wednesday at Hotel Gangaur, Jaipur. The event brought together 79 MoU holders and senior officials from the Tourism, Urban Development (UDH), Revenue, and Local Self Governance (LSG) departments.
This high-impact dialogue aimed at eliminating bottlenecks like land allotment, conversion issues, and delays in building plan approvals, paving the way for faster execution of signed tourism MoUs. Also present were representatives from the Tourism Finance Corporation of India Ltd. (TFCI), who shared insights on financing options available for hotel and tourism infrastructure development.
The event underlined the state government’s strong commitment to transforming paper agreements into real, on-ground projects—backed by focused monitoring, inter-departmental coordination, and proactive investor facilitation.

Addressing the gathering, Rajesh Yadav, Principal Secretary of Tourism, Art & Culture, Archaeology, and Chairperson of RTDC, highlighted the sector’s significance:
“Tourism is not just an industry—it is the backbone of Rajasthan’s economic development and employment generation.”
He announced that the upcoming Rising Rajasthan Partnership Conclave, scheduled for 11–12 December 2025, will spotlight tourism success stories and connect investors with global operators and partners.
Multi-Tier Monitoring Mechanism – Led from the Top
To ensure swift MoU execution, the state has adopted a multi-layered monitoring system:
Monthly reviews led by the Chief Minister
Fortnightly reviews by the Chief Secretary
Weekly updates at the level of the Principal Secretary and Tourism Commissioner
A dedicated MoU Facilitation Cell has been created, and senior officials have been assigned district-wise responsibilities to oversee on-ground implementation. Notifications under the Tourism Unit Policy (RTUP) 2024 and a comprehensive land policy are also in the pipeline to streamline land-related processes.
Massive Investment Inflow: 1,600 MoUs Worth ₹1.37 Lakh Crore
Tourism Commissioner Rukmani Riyar shared impressive figures:
Over 1,600 tourism MoUs signed
Covering sectors like hotels, resorts, heritage properties, wellness centers, and eco-tourism
Representing a potential investment of ₹1.37 lakh crore
Generating an estimated 1.90 lakh jobs
Of these, 29 projects are fully operational, and 213 have reached the ground-breaking stage, already mobilizing ₹28,200 crore and creating 13,500 jobs.
Solving Investor Concerns, Driving Local Action
Commissioner Riyar reiterated the dialogue’s objective—addressing investor concerns directly with senior officials from relevant departments. She emphasized the role of District Collectors, who have been tasked with conducting local MoU review meetings to resolve issues on the spot.
Specially invited representatives from TFCI (Delhi) also held discussions with investors to address funding challenges and financing models.
New Policies on the Horizon to Enhance Tourism Investment Climate
Additional Director Pawan Kumar Jain presented recent policy reforms and incentives under the Tourism Unit Policy 2024. He also announced two upcoming policies:
Rajasthan Film Tourism Promotion Policy – positioning the state as a premier destination for global film shoots.
New Integrated Tourism Policy – focusing on infrastructure development, job creation, and experiential tourism.
Jain added that Rajasthan is rapidly evolving into a hub for destination weddings, film shoots, and international events, all of which will strengthen its position as a preferred investment destination in the tourism sector.
